Interface providers need to be updated for 0.23

Description

There are no tests for these types, and they were written for 0.22, so the provider interfaces don't work any more.

Fixed in [2747] - the interface providers now have basic tests, at least to verify that prefetching and listing works. I think these resource types need to be largely rewritten, though, and they currently have no relationship to ifconfig, which seems strange.
