Provide a way to ensure a package version "foo or later" with portage package type

Description

Currently, one can't use puppet effectively to install updates on GLSA's. There one wants to ensure that a package has at least some version (the lowest invulnerable one). IMHO something like require => ">=4.20" should be parsed correctly.
