PRM does not define its dependencies

Description

Installation of fresh Mercurial (75:6f7a3ee319a5) bombs saying ImportError: No module named rhpl.translate. There's no mention of RHPL outside of the source code itself (to tell me where I might download this beast), and nothing in my Ubuntu machine mentions rhpl either. The PRM docs need to give full and complete installation instructions (including the running of setup.py, for people not familiar with installing Python apps from source).

Just had a chance to look this over, and while the dependency on rhpl is gone (yay!) there's still nothing on actually installing PRM. I think it's important that people can easily install the application, even if they're not familiar with Python apps.
